I'm Danie du Toit. I'm based in Vanderbijlpark and I cross the river into Sasolburg every week. Tell me what's happening on WhatsApp, with a photo if you have one. Sasolburg is not Emfuleni and it is not Gauteng. It falls under Metsimaholo Local Municipality, in the Fezile Dabi district of the Free State. That matters on the day something goes wrong: the Emfuleni outage numbers on my home page are no use to you, the smart-meter programme running through Vanderbijlpark is not your programme, and your prepaid vendor and tariff are Metsimaholo's, not Emfuleni's. Your municipal bill has the right number on it — that is the one to phone, not 016 430 1612.
What does not change is the law. The electrical regulations and the national wiring standard are set nationally, and so is registration with the Department of Employment and Labour. Just tell me what the property is and I'll sort it out; it gets done properly, with the inspection and the tests actually done. A Certificate of Compliance for a Sasolburg house is exactly the same document, with the same test report, as one for a house in Vanderbijlpark, and the same rule applies: a property may not change hands on a certificate older than two years, or on one that ignores work done since.
The housing helps me here. Much of Sasolburg went up as company housing around Sasol, so the same house plan repeats down whole streets — and so do the faults. When I have found a tired geyser isolator or an undersized board in one of them, I usually know what I am walking into three doors down. The honest bit about travel: Sasolburg is a river crossing away from my base, so I plan Free State work in batches and I tell you when I can come. If you have a burning smell, sparking or a whole house dead, tell me and you get a straight answer on WhatsApp: either that I am taking it, or that you should call someone closer. I would rather lose the job than leave you waiting on me.

Crossing the provincial line does not change what I charge. A straightforward job I can price on WhatsApp for nothing. The callout is the same here R300, and I waive it when you accept the quote. Whatever the job turns out to be, you get the price in writing before I start it, and after hours and weekends are 1.5×, quoted before I leave. What crossing the line does change is planning: I batch my Free State work, and I will tell you when I can come before you commit to anything.
If a job is going to cost you more in waiting than it saves you in price, I will say so and point you to someone closer. That happens a few times a year and I have never regretted it.
Who to phone for an outage here: the electricity department of Metsimaholo Local Municipality — the number is printed on your municipal account, and it is the one to use, not Emfuleni's. If your property is supplied directly by Eskom rather than the municipality, that is 0860 037 566. Either way, if the streetlights and your neighbours are off too, it is not something at your board.
