Your sale needs an electrical Certificate of Compliance: a real inspection of every circuit, the certificate, and the test report that goes with it. That is R3 000 for the first DB board, additional boards quoted. If the property has an electric fence, that is a separate certificate with its own inspection, and it gets sorted out too.

What you get the certificate and the test report

The electrical Certificate of Compliance.

One certificate, and the test paperwork that must go with it. Nothing extra you did not ask for.

A proper inspection of every circuit in the house, with the tests written down: earth continuity, insulation resistance, earth-leakage trip, polarity, bonding. You get the certificate and the test report. It is inspected, tested and signed by a registered person, with the test report attached, and I do any repairs the house needs to pass. R3 000 for the first DB board, additional boards quoted.

The certificate and the report arrive as PDFs, emailed to you and to whoever else you name: agent, conveyancer, bank. One number to phone about the electrical side of your transfer.

An electric fence is a separate certificate. It is not part of the CoC and it never has been. It is its own certificate with its own inspection of the fence system. If the property has one, tell me and that gets sorted out too.

Electric fence a separate certificate, its own inspection

If there is an electric fence, that is its own certificate.

The electrical CoC does not cover the electric fence, and no CoC ever has. The fence has a separate certificate under different regulations, with its own inspection and test of the whole fence system. Anyone who tells you one piece of paper covers both is selling you a problem.

Only a registered Electric Fence System Installer may issue that certificate, and the declaration on it says the system was personally inspected and tested. So it is. I install and repair fencing to the electric-fence standard, I do the electrical work on the energiser supply, and if you need the certificate, that gets sorted out too.

It also cannot be issued on a fence with a defect. That is not anyone being difficult. That is the regulation, and it is the reason the certificate means something to your buyer.

There are two certificates to sort out, but you only have to phone one person.

The two-year rules. Your electrical CoC does not expire, but a property may not transfer on one older than two years, and any work done since needs its own certificate. The fence certificate does not expire either and it transfers with the property, but it also may not be older than two years at the change of ownership.

How it goes.

Most sellers leave this until the week before registration. Do it early and a failed circuit is an inconvenience instead of a crisis.

  2. Inspection day.

    A proper inspection of every circuit in the house. Somebody needs to be home to open every room, the roof space and the board.

  3. The list, if there is one.

    If anything fails, you get an itemised quote with a price per item. You choose what happens. I do not start work without a written go-ahead.

  4. The certificate.

    Certificate and test report as PDFs, emailed to you, your agent and your conveyancer. If repairs were needed, the paperwork follows the repairs and the retest.

Book it two weeks before registration, not two days. The certificate is not the slow part. Repairs are. Nobody enjoys a rewire quote on a Thursday when the transfer is on Monday.

The numbers.

The electrical certificate has one published price. Anything else gets a written price before I start.

What moves the price. A second DB board, a cottage or flatlet on the stand, or a three-phase supply. You hear about all of it before I drive out.

The other certificates aren't mine.

A property transfer can involve several certificates from several trades. Electrical is mine, and the fence side gets sorted out. Gas, plumbing and beetle are not mine, and I will not pretend they are.

A gas certificate comes from a registered gas installer. A plumbing or water certificate comes from a plumber. A beetle certificate comes from a pest control company, and it is mostly a coastal requirement rather than a Gauteng one, so ask before you pay for one.

Ask your conveyancer which certificates your sale actually needs. The list is not the same for every property, every municipality or every sale agreement. If you need a name for the gas side, I will give you one. No commission, no markup, and you deal with them directly.

Before you book.

What does a seller actually need, and what does it cost?

Who signs my CoC?
A registered person inspects, tests and signs the certificate, and I do any electrical repairs needed to pass. Their name and registration number are printed on it, so you can check them with the Department yourself. Three-phase and commercial properties are done too. Just tell me what the property is.
Is the electric fence certificate part of the CoC?
No. The electric fence certificate is a separate certificate with its own inspection, and by law only a registered Electric Fence System Installer may issue it. I install and repair fencing to the electric-fence standard, and if you need the certificate, that gets sorted out too. The fence certificate doesn't expire, but a property can't transfer on one older than two years.
My fence is ten years old. Do I still need a certificate?
A certificate is needed where the fence was installed, added to or altered after 1 October 2012, or where ownership of the property changes after that date. If you are selling now, that second one applies to you. The certificate is transferable and does not lapse every two years, but it may not be older than two years at the change of ownership. Got the old one? Send me a photo and I will tell you whether it still works.
Do you do the gas, plumbing and beetle certificates too?
No. Different trades, different registrations, and I will not pretend otherwise. Ask your conveyancer which certificates your particular sale needs. The list is not the same for every property, and a beetle certificate is mostly a coastal requirement rather than a Gauteng one. I will give you a name for the gas side if you want one.
What if the house fails?
You get a written, itemised list with a price beside every item, and you decide what happens next. A certificate cannot be issued on an installation with a defect. Most failures are small: an aged earth leakage unit, missing bonding, a broken plug point, a light fitting wired the wrong way round. Once the repairs are done and the installation is retested, the certificate and report follow.
Can you do it while the house is empty or the seller has moved?
Yes, as long as the power is still on and somebody can let me in: you, the agent, or a neighbour with a key. I need access to every room, the DB board, the roof space and the gate. If the power has been cut off at the meter, nothing can be tested and nothing can be certified.
